Sam Karpeles MAI is a certified general appraiser at Oregon Valuation Group. Sam has more than 7 year experience and specializes in eminent domain appraisal across a broad spectrum of property types. He started his appraisal career at RP Herman & Associates in 2017 before receiving his certified general license in 2020 and the prestigious MAI designation in 2024. Sam is also our current Chapter 3 Vice President.
David Balfour MAI is a certified general appraiser and principal owner at Oregon Valuation Group. David began his appraisal career at RP Herman & Associates in 2012 and achieved his MAI designation in 2018. In 2019, David founded Oregon Valuation Group with one employee and has grown the company to six employees. Oregon Valuation Group is a full-service appraisal shop working for both public and private clients with a special focus upon public acquisitions and eminent domain. His experience and services cover a broad scope of practice that includes work as a consultant, valuation opinions for right-of-way projects, financing, property development, estate and tax planning, expert witness services and litigation support. He works throughout Oregon, Washington & Idaho and is an approved appraiser for all three DOT’s.
